IPsec - action timed out

Can not configure IPsec.
RB1100AHx2 version: 5.26 firmware: 3.02

add address=192.168.254.10/32 port=500 auth-method=pre-shared-key secret="test"
action timed out - try again, if error continues contact MikroTik support and send a supout file (13)
