It should work with default values. What setup do you have? ..maybe problem is not in PhoneJack..
Anyway.. try to turn off agc-on-playback and agc-on-record, play with record-volume and playback-volume

so give some more information about your setup! From where (PhoneJack I suppose) to where (VoIP? Voicetronix? ISDN?) you are trying to call and so on.
I'm not a telepathist you know... ;)

Do you have interruptions with all queues disabled?
During conversation from all of them I have interruption to router E.
so you are calling TO router E or through it (to PSTN)?

Yes.
I have to use queues, because I have voice and data.
How quality is going to improve If I disable queues ?

For example:
Call from A TO E:
PBX-PhoneJack-MT-FrameRelay - MPLS Core Network - Ethernet-MT-Voicetronix-PBX

you'll see if your queues affect the quality.. if not then the problem is not in queues

The PBX's are Panasonic KDX-100, but MT there is no options for my region in Bulgaria.
I will try the voice quality w/o queues.

Try germany
You can also try other codecs from `/ip telephony codecs` -- simply disable those you don't want to use (for example 711 -- they use much bandwidth). You can see what codecs you use monitoring an interface while speaking.

playback is what you hear (a card plays to the port) and record is what you say (a card is receiving signal)

When I adjusted playback-volume and record-volume the rsult was bette voice quality, so the problem was not in queues.
