I need Load balancing and failover (PCC) by mikrotik & 50Mb/s Bandwidth

I have 3 Link of 1 ISP + Static IP ( 3 x 20Mb/s )
link 1 : modem : 188.253.66.9 Gateway : 188.253.66.1
link 2 : modem : 188.253.66.10 Gateway : 188.253.66.1
link 3 : modem : 188.253.66.11 Gateway : 188.253.66.1

i read and run pcc by mikrotik pcc of http://wiki.mikrotik.com/wiki/Manual:PCC but all config by PPPOE

i have not PPPOE server & I cant run PPPOE client connection
