It depends on your topology, ISP connection(s), public IP address configuration, and several other things.
Most likely, you're looking for a first-hop redundancy protocol, and for Mikrotik, this is VRRP.
Basically, the two routers each get their own IP address, and then a third IP/MAC address that is virtual and they share it. If the primary router fails, then the second one starts answering for the virtual MAC and IP address until the primary is restored.
This won't do a stateful fail-over on things like IP connection state tracking / NAT state tracking (to my knowledge, there's no such ability with Mikrotik right now)
