Dhcp lease showing "busy"

Greetings Friends.
What does "busy" mean in Dhcp lease in Mikrotik.
bound i can understand but what is "busy" is the machine still trying to acquire the IP.

1. bad cable
2. bad connectors
3. bad machine
4. bad software on machine
5. bad switch (if there is one)

You get the point.
Looking at the options from 1-5, The device that shows "busy" should not be working but I can get ping reply and the device is working fine. So my newbie knowledge predicts it should be something else.
One of the device is a print server in which i have setup manual IP and the other is interface of Mikrotik device which has been bridged.
