I think is 'Not'
cause, when you want to add userman package, you must have same version as your rOS.
for now available on v2.9.31 and userman package is included.

as i see you are in v2.9.6 and userman must same version too, but i don't know from where to find archive package.
or have you go new updates ver.

upgrade to 2.9.31 - upgrade is free of charge if you use netinstall. there is no excuse on staying on a version as old as this
