is it possible to design our own version of Winbox??

The closest would be using the API for the language you code in. C, C++, etc.
Winbox is far as I know is not open source.

API exists for a long time. Many people have used it to make their own GUI apps.

Could you please tell what is the name of C/C++ GUI library you use in WinBox and Dude development? Very nice minimalistic UI controls!
