PCC with Hotspot Issues?

Hi Mikrotik Community!

I'm running a CCR1016-12G for a property that requires WiFi for the whole building, It's filled with Grooves A-2Hn :D

It's configured with 5 WAN LINES with 3 Hotspot Server for separate levels in the building . All seems well when combine of active users is less then 50, But when there's more then 60-70 users the internet is very unstable and unable to use.

What observe the CPU usage is less then 6% but the ARP table is enormous! over 15k of entries, I had to expand the MAX-ARP Table to prevent overflow.

The hardware is not the bottleneck nor the Access Point are having issues.

Anyone can advice what's the proper setup or some experiences doing this be it on PCC or Hotspot?

I investigated the MAC Addresses that is holding up the entries, it's connect to the ISP Routers. Other then that i can't find any other issues with this other then the ARP Table been too big. maybe there's some issue with 5 WAN Line PCC, i lowered it down to 3 WAN and it's works fine.

Wondering if that's the limitation of the PCC method.
