Bridging and Bandwidth Management Problem

Please can someone advise me on the following problem.

I have a simple 5.8ghz bridged link between 2 MT 532's using WDS which is working fine. I want to bandwidth manage all data between these two devices to a maximum of 2Mb in each direction.

I have applied a simple Queue to the station-wds device limiting traffic to 2Mb in each direction and this appeared to be functioning correctly. I now appear to have a problem where traffic is flowing on the link but is not being seen by the simple queue. The traffic through the queue is 1-2Kbps but traffic on the link is 800K.

The configuration is as follows:

Unit 1 AP-Bridge
ether1 192.168.3.4
Bridge1 = ether1+wlan1+wds1
WDS Mode = dynamic

Unit 2 station-wds
ether1 192.168.3.5
Bridge1 = ether1+wlan1
WDS Mode = disabled

Is this problem being caused because of the IP address assigned to ether1. I have traffic from a variety of IP subnets flowing through the bridge. The 192.168.3.0 subnet is just there for management purposes.

you can set limit to the wireless client, both roueters are MikroTikr routers:
