i have hotspot setup which users are set and managed from external server, so basicly my user profile is empty.
i have two problem with this setup to limit users speed!
Q1: how can i limit the speed of users from mikrotik (simple queue is not working!)
Q2: i have some users added with IP Binding , how can i limit this users! (they have unlimited speed and again simple queue is not working!)

Are you using fasttrack? if so, disable it, fasttrack bypasses simple queues. See Mikrotik Wiki

User with ip binding can be limitize... Note the mac of user u want for limit nd go do dhcp server leases nd fi d the mac.. There's make the specific mac static nd clik apply nd thn click again on that mac u will then in genral tab u will be abble to putt speed limit..
