Setting priority of network traffic

Here is my setup.
1 router, (mt 2.9.38), 3 ethernet interfaces, 1 PPPOE client interface

Interface 1 - OUT - Connects to the internet
Interface 2 - PPPOE-out1 - Internet connection
Interface 3 - STAFF - Internal staff network
Interface 4 - PUBLIC - Public access network

I'm trying to set this up so that the STAFF network has priority over PUBLIC. The 2 different networks have different IP subnets and I have 2 DHCP servers setup on this box (one for STAFF network and one for the PUBLIC network). I also have NAT masquerading setup so the private STAFF and PUBLIC subnets can access the internet.

I've setup mangle rules to mark packets from the 2 private networks with their own mark.
I've setup queue tree entries for them but they don't seem to work. I've tried simple queues as well. Basically, the download speeds on the networks always seem to balance. I've tried the config in the manual and they don't seem to work either. So either my mangling is'nt working the way I expect or the queues don't work. How do I tell? Is there any way to tell if packets are getting my packet marks? Is there anyway to tell if my queues entries are being utilized?? I'm basically stuck here, any help would be appreciated.
