multiple users on lan/wlan sharing different subset of files win7

Hi.
I dont know if this is possible but I would like to use my windows7 computer as a workstation and a fileserver.
I would like to handle access to the fileserver with permission that people on one subnetwork would get access to some files and the other subnetwork should have total access.
I was thinking that I would use vpn to access the network and log in to the appropriate (depending what permission i would have) when I'm away.
my configuration is as follows.
wan>rb3011>
ethernet with dhcp: computer on 192.168.99.x
vlan11 with dhcp 192.168.11.x
vlan12 with dhcp 192.168.12.x
both vlans are transmitted by an accesspoint (unifi AP ac lite).
one of the vlans should be full read and write access and one should be less access permissions.
I tried to share in windows with everyone and it did not work for my tablets that were connected to the wifi.
I read somewhere that netbios could be the problem..

That's a Windows setup, not MikroTik, or any other router for that matter.
