We are ISP and have our own Public ASN with IPs and established BGP with our upstream provider

they want add their own IP and run bgp with us

You'll want to exchange their IP ranges over BGP with your AS via eBGP like normal. If they want to keep your /29 then just use your IGP to get it over to them.
Just to be clear; you'll peer with them via BGP. You can then send their routes to your other peers. Without knowing the intricacies of your topology it's hard to make an exact suggestion.
BGP like other protocols can have filters applied. It is not uncommon for someone to apply an ingress filter on a peering relationship to ensure that only an expected set of routes are sent from that peer. You may need to have your upstream or other peers adjust their filters if your customers routes don't seem to be going past you.
