One possability is a "bad leg" IE ont wan port that comes and goes.
The solution i mocked up in a lab provides for load balancing and fail over but it will create a momentary drop in service if a single leg failes.

When a member of a "bonded" pipe fails, the pipe must "re configure" its self. to do this it stops all traffic down the link and re builds the link on the remaining "legs".

When the down "leg" returns to service, it again stopps traffic and reballances.

If you have a "bouncy leg", then they will all appear to be un stable.

I would take a look at the links.
