i block these in proxy (avi,wmv,wma .......)
and i schedule it to enable from 1 am to 6 am
i need to edit Access Denied page to inform the users ,they allow to download these extention from 1 am to 6 am
how can i do that

first of all you need web server up and running 
then create your custom denied page, upload it to server .
after that set rules in access list:
