Two PCRouters in same Public networks, Big problem

I trying to work with two PCRouters connected at same public network, each w/ proper valid IP address but something happen that traffic is growing a lot when they are connected, same thing when LOCAL interface is disconnected. It resemble like communications betweens two router themselves. Please somebody could give me some support?

Thanks a lot for interest. The setup is very easy. We have one internet access (ADSL) w/ 6 valid IPs address connected to a switch. The two PCRouters are in the same switch, using "Public" interfaces, each one of them with proper IP address. Each PC router configured to serve two different “Local” networks .

ADSL>SWITCH>PCRouters (A and B)>Local A and B networks

Sorry I forgot to say that two LOCAL interfaces are setup for HOTSPOT mode

What kind of traffic? Are you looking at an ARP or Broadcast storm between the two routers? Maybe you've got a device inside the network that's connected to both the A and B networks and you've got a loop that is causing problems.
