Whats recommended down/up speed for pppoe clients

I want to create manual queues because at a certain time many clients get disconnected and get very low bandwidth,
my current queues setup is simple queues and they are dynamic.
I offer 6mb and 8mb packets for my clients
for 6mb packet
down/up is 6/3
for 8mb packet
down/up is 8/4
How can I improve my bandwidth share, & how can I lower bandwidth at a certain time for all clients.

Is your uplink used at 100% at peak hours or at majority part of the time?
Is your device cpu high at peak hours?
Whats the physical datalink of pppoe clients?
How much users are getting served?
What is the device that is running the pppoe server?

To answer to your question first need to know if your problem is a problem of bandwidth capacity or a problem of hardware resources getting used or both maybe

I'm giving internet to my clients via a DSLAM and its connected on MikroTik directly with a cat5 cable. I am giving internet to 150 clients 120 with 6mb package and the rest with 8mb packet have a 100mb bandwidth
