Load balancing with Two different connection at different sites

Hello Everyone
We have one isp connection(mikrotik 1) and we are using 4 /24 subnets from this isp. All towers had their own pppoe servers everything is working fine with the static routes.Now we want to add another isp connection but this new isp connection is just giving one ip and we have to do natting but we want to use ppc for load balancing and I had read some manuals but how we can do load balancing in a scenario where we have one switch(unmanaged) and both routers are gonna get connected to this one . For right now all mikrotiks on towers have default route as ether 1 and their traffic is getting forwarded to the mikrotik 1.
One more question is can we use the public ip we got from isp 1 for isp2 connections?
or we can nat public ip to another public ip?
