I think I found a bug in the webfig where creation of a script from webfig is successfull but the scheduler can't start it, while creating it from ssh session - works as expected.

Can you guide me where to report the bug in order to help improve the Mikrotik software ?

It's not a bug, please read the changelog for 6.44:
*) upgrade - made security package depend on DHCP package;
