Router OS 6.44.6 on hapAC

For testing I have set up two simple Queues, each one targets a specific client by IP address on the same subnet.
Max limit works as expected.

However what I want to do is give priority to client1 if both machines try to download at once.
So I set "Limit at" on client1 queue to 100M and Limit at on client2 queue to say 10M

However when each machine downloads a 1GB test file at the same time, they end up getting equal bandwidth.

I have tried this using both default-small and pcq but the result is the same.

What am I missing?

You are missing the fact that the attributes, limit-at and priority in order to work you must set a Parent for you child queues...
