RB960PGS PoE Out Not Powering Up Device (Short Circuit Long Cable)

I am running RouterOS 6.47.2 on Hex PoE (RB960PGS) and want to power an IP camera.
I tested the camera using it next to the router (1m cable) and it was powered on. This means all hardware is working.
However, when I mounted and connected the camera outside and connected it to the LAN (+/- 18m cable), the camera is not powered on. I tested the LAN cable using a portable router, it is not broken.

In Winbox, I'm getting the following error with PoE Out set to auto-on: PoE status: short circuit - waiting for load.

When I set PoE Out to forced-on I get PoE status: powered on with PoE Out Voltage: 49.2V
However this does not power on the camera.

I've read about of setting set ether1-poe-in-long-cable=yes , but this is not available for the Hex PoE.

Can anyone provide guidance on how to fix this issue?

I think it's hardware bug.
I have one hEX PoE which powered cameras mormally and two which powered only with PoE status "forced on'.

The issue has been solved by replacing the UTP cable.
