I accidently deleted all of my input rules except for drop everything else on input. do I need to do a netinstall or what. please help thanks

You may try to get access with Null modem cable or MAC-Winbox/Telnet, then disable this rule.

yes, ip firewall does not block MAC-Winbox, you need to disable MAC-server to disalow MAC-Winbox connection.
