I loaded all the packages on the 133c via FTP and rebooted the board.
After reboot the unit is unresponsive. It acts like it is booting fine, gives the beeps but when I try to ping it I get a timeout. When I try to access via the console cable it is not accepting any keystrokes at all. I can see the Login and I can see it boot up, all appears normal.

Any advice on how to get this reverted back to the old version?

Netinstall.

reboot it and try to login using winbox, it uses less resources than console
