how many hotspot users are supported
what device is suiable for 4000+ active hotspot users?

This all really depends on lot of things honestly specially on your network topology, but If it's a one machine do everything setup you can at least try to buy RB4011 or at least CCR1009, just to be on the safe side territory :),

nothing special
three vlans, three hotspots, no internal routings.
we already use ccr1009 and it has 80% cpu usage.
