The "probe down count" is the number of "unsuccessful" probes (i.e. icmp timeouts) before the dude will deem the device's service is "down". If you have a probe interval of 1 minute and a probe down count of 3, the device would have to drop 3 consecutive probes before any notification is given. This would take 3 minutes. Hope this helps.
