fq_codel cpu usage (Hex lite/pppoe/capsman)

I have a small network with a Hex lite (RB750Gr2 on 7.1.1) running pppoe to a dsl modem at 50/10 speed
It is running capsman with 4 AP's all of which are using local forwarding to lower the encrypt/decrypt load on the Hex
about 20 devices, most of which are doing very little

I have recently implemented fq_codel on the PPPoE connection which seems to work really well (on bufferbloat tests at least)
However, when i run a speedtest (fq_codel set to about 90-95% of tested line capacity) my CPU usage rises to 97%+ and the queues process can be up to 30%)
There is little difference if I do the speed test on a wired desktop or on a wifi device.

am i doing something wrong or is this just a fact of life with the little Hex mips running out of steam?
Presumably cake is even more cpu intensive?

thinking about how I prepare for a fibre connection of at least a gigabit in future so maybe its RB5009 time when that happens ;)

EDIT: forgot to say that i had upgraded from 6.48.x with config in place if that makes any difference (I would hope not but who knows with V7!).

Queues require disabling fastpath so the poor little single core 850MHz MIPS just works it's butt off with routing, NAT and queue ;-)
Presumably cake is even more cpu intensive?
Efficiency was one of the design goals of cake and in my experience it tends to use less CPU than fq_codel.
It's worth giving it a try.

I'll give cake a shot... although I'm struggling to find a good guide to configuring it on Mikrotik .. feels like bleeding edge out here in 7.1.1 land
and my queuing fu is not what it should be ;) but from me reading it looks like I ought to able to leave most settings alone and jsut set the bandwidth to start
