Sadly Routerboot (bootloader) will simply not allow you to boot from any other interface, so that's impossible. There is also no way to load firmware over UART connection (and it's disabled by default anyway).
But you aren't completely out of luck, because it uses small SPI flash chip that can be fairly easily reprogrammed using external programmer (like $5 CH341 + test clip... just make sure you mod the CH341 to use 3.3V!).
Or do the flash swap to another board with working ether1, do the netinstall and swap it back. You may get invalid license on other board, but it should be OK once you solder it back to original board.
