Sure you can, the question is - isn't this a massive overkill unless you serve like 1000 clients. Hotspot could be configured on almost every Mikrotik device. You need to pick the hardware properly according to usage, to avoid paying too much and underutilizing the router.

Yes I have a big network and I'm using 2 mikrotik 1100 routers one for combining 12 internet connections lines and the second one it's a 1100 router as well for the hotspots servers and I'm using a pc and I configured it for usermangare database only to Isolating the usermangare from the main hotspots servers which is the 1100 router
to get more performance everything was good but right now my network became bigger and I got some troubles that's why I decided to move to a router bigger than the 1100 router board
i think 2116 can be a good upgrade, just keep in mind that CCR2116 only works on RouterOS Version 7.x
if you already have your RB1100 setup working on V 7.x is a good idea
but
if you are on RouterOS 6.xx you must test your setup on V7.xx before on lab environment to be sure you can migrate to CCR2116 without problems
