Using signal jammers may get you a hefty fine, even jail time if you persist, depending on your country's legislation. And people generally don't hesitate to report you, as they should.
Radio spectrum is a limited resource, and such abuse is unacceptable. If you are not happy with your radio environment, feel free not to use it.
