HotSpot UserManager Performance

Hello !
I have question about hotspot/usermanager. Now i have Mikrotik with basic setup and turned on hotspot and usermanager. Often my CPU is riseing to 100%, and most of them is consume by usermanager. I have 200-250 users.
Can i do someting with this or I must change my hardware but for what ?:) I plan to have 1000 users.
CCR1009-8G-1S-1S+PC is better? but i dont have information about usermanager performance, and i dont know that usermanager support multicore
