i have issue with my Clint about Bandwidth

i create vlan in mikrotik and connect to switch cisco , i create sample queue for vlan Max Limit :10M/10M upload /download and queue type: Default and total queue type: default , when test it by speed test i got 4M download 1M upload
why happen like that .

You need to provide a whole lot more details about your "test" before anyone can be of any real assistance.

this my setup
