Need Help: Limit per user bandwidth on hotspot

I am putting in a RB532 into a hotel. Roughly 100 rooms. Basic set up is this:

Ether1 --> Outside Interface, Internet
Ether2 --> Administrative offices
Ether3 --> Guests (Hotspot interface)

I am trying to figure out how to limit the bandwidth that is available to the Ether3 interface (say they can have 2MB of a 4MB pipe), but to have that balance among all users. So if UserA comes on and wants all 2MB, it lets them have it, but then if UserB comes on and needs 2MB, they both end up with 1MB. Or something like that. At a minimum set each user (101, 102, 201, 202, etc... named after the room number) to only have 512 down, and 256 up.

Is this possible? I have read the examples in the Wiki and documentation and I am just not getting it. Actual step by step would be great if possible.

Yes, it is possible with PCQ to set equal bandwidth among all users, more information:
