There is a bug in hAP ac, when export configuration to the file, sometimes even normal backup, when restart it, it will lose the export file and/or backup.

There is no bug. The root of the file system is in RAM, and it will loose its content on every reboot.
To make files permanent, move the file into the 'flash' folder.
You can do this easily in winbox by drag'n'droping the file onto the flash folder.
After this is successful, your file should show up as 'flash/filename.ext' instead of 'filename.ext'.
