RB2011iLS-IN TCP Throughput?

Hi, I'msetting up a network the uses a RB2011iLS-IN as main router, just as a test I've used btest and found that I can only received 67Mbps of TCP data ( 100% CPU load) from the router at on a gigabit port and 420Mbps ( 100% CPU) UDP data, I've tested this against an another device: wap AC and I get 208Mbps on TCP and approx 950Mbps on UDP.
I know the WAP has a faster CPU but I would of expected to see faster results from the RB2011. An hap AC lite gets 97Mps of TCP data its fast ethernet port.
I've tried 6.38.5 and 6.39rc55, the 6.39rc55 gives slightly better performance than 6.38.5 (380Mbps) on UDP traffic but the same TCP speed.
I'm assuming this is a routerOS problem not a config issue?

The throughput really depends on the configuration. Try to use fasttrack.
