Connecting wireless router fails to get IP

I am trying to connect a wireless router to my wired MikroTik router. The problem is the wireless router cannot connect to the internet.

The MikroTik is used by many desktop computers and printers. The network runs well enough. It has a single port (#1) for external access via a FIOS modem. And a single port going to a switch with all of the computers plugged into it.

I have plugged the new wireless router into the same hub all the computers are plugged into. Although the wireless router cannot connect to the internet. My first thought to diagnose this issue was to make sure the port worked on the hub. A laptop plugged into the same cable was able to connect to the internet. From there I checked the DHCP server leases via the web console. I can see that a lease was offered to the wireless router, but it appears its never accepted. The request happens over and over again every 30 seconds.

This issue came up once I upgraded to 6.39.1 of the ROS. So I assume I changed something in the configuration and am preventing DHCP to the wireless router. Can anyone help with diagnosing this issue and fixing it?

If the IP is offered, then maybe a firewall rule is preventing the reply?

I also get the dhcp problem while upgraded the dhcp server (750Gr3) from 6.39 to 6.39.1 yesterday. The log was saying that some clients (connected on wifi through bridged access points) were not accepting dhcp offers even the server was authoritative. I have downgraded back and upgraded once again and it started to work. Unfortunately I have lost the supout file with the recorded situation. At least it is still working...
