does is posible with mikrotik to configure a dns server
like in red hat 9

No. MikroTik RouterOS is a router, not a DNS server.

Although you can create some static A records - there's no way to turn RouterOS into a DNS server.

Christian is right, you can only create DNS cache on MikroTik, that will maintain client DNS requests trough specified upper DNS servers.
Apart DNS server is not possible on RouterOS, you will need to setup another server for DNS.
