What is the length of the supply cable POE-IN ?
I had such a problem with the power cable with its length more than 15m.
I had to enable the function - ether1-poe-in-long-cable=yes

Direct connected with 24V. There is nothing attached wich needs poe. When I attach a MT board to this port it gets powered and the error goes away.

Exactly the same problem I have on 960PGS. RoS 6.40.1.
I returned to version 6.39.2 and everything is fine.

The command is not anymore available at the new device.
Or the cable is short or the device is connected in interface is doesn't need power.

Same problem here. Do you know if there is any plan for fix it in next 6.40.X or should I go back to 6.39.X ?

I just had this happen on port 3, with nothing connected, in 6.40.5. Updating to 6.41rc56 solved it.

I'm also having this issue on a Hex PoE (RB960PGS) with the latest bugfix firmware (6.40.8).

From a quick investigation it seems to only happen for me on the port with the lowest PoE priority (highest priority number). I managed to "fix" it for now by setting the PoE on a spare ethernet port to forced-on and giving it the lowest priority (highest priority number).

Hello dears! Nothing worked. :(
Tried to use all of the above firmware versions, but not one did not solve the problem.
I have MikroTik hEX PoE RB960PGS, trying to connect ipcam DS-2CD2532F-I(W)S. POE standards are the same, power reserve should be enough!! I'm already thinking about the fact that my power adapter can not cope with the current.
This cannot be the case - why did the manufacturer indicate that this router supports 802.3 at mode?!
Could you tell me please, can I do something wrong? Cable checked, camera checked (on other POE router) On MikroTik POE also works!
