Does anybody know if I can use the local user database to authenticate WPA-EAP or WPA2-EAP clients? I am not using a RADIUS server or User Manager.

Not to my knowledge unless there is a hack. WPA2 Personal uses a shared secret and WPA2 Enterprise uses RADIUS for user authentication.
