Is it free to use? 24 limit or no?

is Beta 2.9 free to use or it is still have 24 limitation?
if I buy version 2.8.13 will be able to use 2.9beta or final release? I read somewhere in mikrotik.com that its free upgrade for 1 year? means any new version come out I can use with my license key?

Your MikroTik license is valid for one year (or longer, if you purchased a longer upgrade period). That means you can install any upgrades available in that year onto your system.
After this year, you can't install any upgrades (as long as you don't purchase a license renewal), but the system itself can be operating for as long as it lasts, of course...

I think he was asking question: "how long routeros beta will be working after installing it? 24 hours like production version or maybe longer"

doesn't matter what specific version of software you run, the license is the same.

anyway what did you expect - that beta is fully functional and for free? then if it turns out the last beta ir working fine, nobody will ever buy anything
