1) Make sure User Manager package is installed,
'system package print'.
2) Make sure that subscriber is created,
'tool user-manager customer'.
3) Check that 'ip service' www service is enabled and port=80. 'www' service is responsible for MikroTik RouterOS web-interface server.

Make sure that PC has address from 192.168.0.0/24 network. If you still cannot acces User Manager web-interface.
Contact support (support@mikrotik.com) with attached support output file from the User Manager router.

2-specify IP for interface(2Lan) and gateway
3-DHCP server
4-DHCP client
5-HotSpot
6-Create server ,users,...etc
and other setting and any user try connect he get the login page and everything works fine
