Can we set thresholds in Mikrotik so if there is persistent RTO (but not totally failed), Mikrotik can trigger an auto-fail-over?

Can you set notifications for Mikrotik for failed ISP1 or ISP2? So we get SMS the moment they fail? (Can you give some sample script)
