I have two router A 192.168.1.1/29 second B 192.168.1.2/29 in future I'll need connect another one router.
I need to transport 5 vlan over this router
What is the best way to do it ? EOIP, xPLS ?

It would be convenient to include a diagram to identify where the new router will be and also understand what you really want to achieve.
Also, clarify the idea, It seems that you are confused between VLAN and VPN.
