Which router to buy - Eoip + OpenVPN

Hi
I am planning to connect to sites over WAN, I need to transfer between them some packets within the L2. Both sites must be kept within the same LAN IP range.
I believe I got 2 options here Eoip or OpenVPN (bridge). I am planning to use 2 of Mikrotik routers.
I need to set up both server and client OpenVpn if using OpenVpn.
I have some questions:
Which is the lowes model router (cheapest) which supports either OpenVPN or /and Eoip ?
Which level of RouterOS should I use?
Is it possible to set up OpenVPN or /and Eoip in a different range of IP addresses apart from my Local network - what I mean - I need only 1 device on each site to see each other over the internet.
They do not need to have access to the Internet.
Is it possible to separate this OpenVPN or /and Eoip network from my LANs on both sites - i mean this tunnel is only used by this 2 devices all other devices, which are using the Internet must use default Gateway from my router - not via the tunnel to avoid overwhelming this tunnel.
