Simple queues: floating shaping

Hello!

Logical setup of my router is written below.
Several VLan`s on phisical interface joined to bridge with split-horizon.
Another several VLan`s on the same phisical interface joined to other bridge with split-horizon too.
IP networks terminated on bridges.
Simple queues set up to shape every customer to his speed profile.
And it works fine!

But now I want to make more interest scheme:
some of customers will have profile with floating speed, another part - with permanent speed.
For example: customer #1 have profile with 50Mbit/s permanent guaranteed speed, customer #2 and #3 have profile with 50Mbit/s guaranteed speed with floating to 100Mbit/s if uplink is not in top utilization, customer #4 and #5 have profile with 70Mbit/s guaranteed speed with floating to 100Mbit/s if uplink is not in top utilization.

I have try to set up my simple queues and played with max-limit and limit-at, create parent and child simple queues, but it doesn`t work. May be somebody already done this task and can help me?

I'm a new user to ROS and I'm also learning QOS, In this case how many total bandwidth do you have? I think if all guaranteed bandwidth(sum of limit-at) is used,then ROS has no additional dynamic bandwidth for reaching max-limit
