I want to block all website for specific users but want to give access skype for all users, how can i configure ? mainly skype application.
please help.

are they hotspot users?
one idea is that you give these user the wrong DNS server, or no DNS, therefore webpage won't work. skype contact their servers by IP ( I think), therefore should work fine.
