I have two RB951 units on which the ETH1 LEDs are ON all the time, whether there's anything plugged into the ETH1 port or not.

Seems like a hardware failure, but I thought I'd ask here to see if anyone else has ever see this before?

They are hardware failure mainly in the in the switch or the magnetic's. I have a few devices with the same problems, one or two have the lights on all the time and if I use another port it will behave incorrectly, Usually removing the magnetic's will disable the port but let the other ports work.

This happens because incorrect shielding or power spikes.
