Read Only Permission

It is possible that a "read only" user have permissions to reboot the mk ??.

add a new group that has reboot and read, but not any other permissions.

I think is yes
Better you will make new group first as
normis suggestion. than add new user with that group and uncheck reboot case from winbox.
