You have to create script, that will force clien to 'relogin' to HotSpot once more, if you wish to achieve the described scenario.
However, 'queue simple' provides matcher 'time', that allows to create 'queue' per time, set two static 'queues' with 'time' option (then you won't need any script to change 'users' bandwidht), limit will be applied immediately at time.
