You can't call this internet. It would be access to next router

you can do that in /ip firewall mangle

does changing TTL affect on the speed of internet !!
because when changing TTL from 64 to 255 at chain=output , i got a good opening websites .
is there any idea !

chain output does not affect your customer networks 
it only affects router's communication to outside network.
the only chain that can affect your customers network is FORWARD

you can use TTL=1 if you use it carefully - that way you can block all those users that are using some network devices other than switches (bridges). many interesting AP that do not use bridging will fail too.
