not sure why you want to do this but you can.
add the MAC address of any device within your Local Area Network, in IP - Hotspot - IP Bindings
then set the Type to "bypassed"

He is asking for a solution not a requirement.
In other words what functionality is required that the OP is not articulating.
What do users or someone or a device have to be able to do in the network.???????????

Is the device MAC address available on the "hosts" tab of the hotspot server? If yes, you can create a binding rule for it.

yes...i can see the Device MAC address....and i used ip binding...
but the Xiaomi Mi home app gives an error ...
i seems that the repeater can connect but cant get internet...
so thats why its giving an error..

post your IP HOTSPOT HOST & BINDING screen shot/configuration code.

It's not the repeater does not have access to the internet, it's the app (the device where the app is running on) does not see the repeater.
by default hotspot client does not see other clients and LAN network.

the App cant connect to the internet.. but the repeater does.. because it copies the Ap SSID.

i notice that the repeater copies the Hotspot Ip address

i think its the Xiaomi Repeater 2 problem.. because.. it doesn't support connecting to an unsecured network
